Nicknames/Aliases: Steban named him "Buzzard" behind his back.
Function: Broker, but also acts as some sort of "advisor" to the Mayor
Personality: Full of charism, Jeffrey knows how to put his talking qualities into good use. As a city dog, he is very malicious and knows very well how to manipulate thoughts, specially when it comes to the "ignorant" mutts of the countryside. He knows how to persuade, and can make anyone sell all their belongings and land and still believe they did good business with him. He likes to fantasize when he talks about the big cities, describing them as a perfect world, a thousand times ahead of the world all the other dogs know. Not surprisingly, they all get enchanted when he casts his spell. He has the ability of controlling crowds, and it's almost impossible to go against him: he'll manipulate everyone into doing what he tells them to.
Away from his public, Jeffery is a very arrogant and bossy dog. The constant exposure to other dogs makes him stressed and aggressive, and he normally attacks his subordinates out of pure anger, usually using brute force (which is something he certainly doesn't lack). He is oppressive, and likes to abuse power.
Background: Although he might act like a bourgeois, Jeffrey was born very far from the high society. Living in the streets, he counted on his amazing ability with words, fooling dogs around to gain his everyday food. But his talent didn't stay unknown for too long. Jeffrey was one day invited to be a part of an illegal organization led by a dog known as "The Duke". Basically, their plan was to buy all the land of Gold Marrow (which is known for it's valuable minerals and considerably fertile earth), and produce and extract everything it could offer, using cheap local dogpower. Jeffrey was offered a place of respect by Duke in the organization, and he tasted power for the first time. Now, he has been sent to Gold Marrow with only one objective: buy all the land and conquer the mind it's habitants.
Relations: No family relations. As a city dog as well, Steban knows that Jeffrey's up to no good, which causes them to have a very hostile relation. His main subordinate is Chase, who does all the dirty work for him, and who is also his personal punchbag. He is constantly manipulating Mayor Willard, who is very naive and easy to persuade. He works for The Duke, and swears eternal loyalty to him.
